Q:
There are hundreds of buildings in St John’s that are deteriorating that can be renovated and used to house the vulnerable people in our city.
Instead of inviting people to move to this city, and using much needed funds to put them up in hotels and giving them a paycheque, just to boost the population. Newfoundland can be a better city if we put lives before politics.

Q:
Does EHSJ have specific expectations re: on-site work by the consulting team? For example, if the consulting team does not live in St. John’s, does EHSJ expect the consulting team to travel to St. John’s a specific number of times, or for a specific part of the consultation?
A:
In the case that the successful proponent is located outside of St. John's, the consultant will be expected to travel to St. John's for in-person stakeholder consultations at lease once during the project. In this case, the proponent is expected to outline travel schedule and related costs. (See Appendix A, Section 5.)
Q:
Does EHSJ have specific expectations re: the involvement of persons with lived experience during this process? For example, is there a caucus or committee of persons with lived experience whose involvement you would expect?
A:
EHSJ does have a Lived Experience Council, which is included on the list of project stakeholders outlined in Appendix A, Section 4. The proponent may also choose to propose additional engagement with individuals with lived and living experience of homelessness.
Q:
Does EHSJ have specific expectations re: the involvement of persons from specific marginalized communities (e.g., 2SLGBTQIA+, racialized individuals, etc.)? For example, is there a committee or working group whose involvement you would expect?
A:
EHSJ Community Advisory Board (CAB) members are chosen in part to represent the community in terms of marginalized groups. However, as there are limited seats and set terms for community members, representation from all relevant groups may not be possible at all times. Therefore, the consultation should include community organizations representing rising identities and marginalized communities (see Appendix A, Section 4).

Does EHSJ have specific expectations re: the involvement of the local business community in this process? Are there specific persons or groups from the local business community whose involvement would be expected in particular ways?
A:
While the local business community was not specifically mentioned in the list of stakeholders in Appendix A, Section 4, EHSJ welcomes hearing from proponents how they would plan to engage the local business community and what their approach would be to identify specific persons or groups, if they so choose.
Q:
Could you elaborate on what you mean by “community forums?” Would these be open to all? How many would be expected?
A:
For the purpose of this project, community forums refers to events that would convene a larger group of people to share their thoughts, ideas, concerns, etc. Such events would be moderated by the consultant. They could be either in-person or virtual, and they could be open to the public and/or tailored to a more specific audience, which would also affect the number of people in attendance. The proponent is welcome to share any proposed details in the consultation methodology.
Q:
Do you have expectations with respect to dialogue with communities and officials outside of St. John’s? For example, with rural areas of Newfoundland and Labrador?
A:
As EHSJ is the Community Entity for St. John's through Reaching Home: Canada's Homelessness Strategy, this project is specific to St. John's. There are no expectations for engagement with communities and officials outside St. John's.
Q:
Can it be safely assumed that any layout/graphics needed for a ‘what we heard’ document would be done by EHSJ? In other words, can it be assumed that the consulting team would not have to add a budget line to their proposal for layout?
A:
The proponent is responsible for the delivery of the final report, including layout, graphics, graphs, or any other elements. The proponent can choose to include a budget line for report development should they wish.
Q:
Can you please further explain this component and is it inclusive of the $50,000:
"The consultant is also to provide an estimate of reimbursable expenses, to be paid when accompanied by an original copy of the submitted receipts."
A:
Reimbursable expenses include items such as travel costs, supplies, printing, etc. Any reimbursable expenses are to be included as an estimate in the $50,000 total budget. These items will be reimbursed when accompanied by an original copy of the submitted receipts.
